Director – Steve Blackman, the Director of the North Coach Officials’ School officiates at the Division I, II and JUCO level of NCAA as well as working numerous District 10 Championship and PIAA State Tournament games. Steve also works seasonal games in the Erie Metro, Erie County, Tri-County and French Creek Valley conferences.
Level of Competition
When picking a camp many officials fail to look at the
quality of competition they will be officiating. It is
important to be tested to truly improve and whichever event you choose will have plenty of talent on the court.
The Summer Camp and Advantage 2002 are held in
conjunction with the Family First Sports Park Boys Team Camp. The Team Camp features 45 of the premier basketball teams in PA, OH and NY. This camp has divisions ranging from Junior Varsity to High School Varsity. With so many teams you will have the opportunity to see several different styles and levels of play.
The Three-Person Clinic is held in conjunction with the
Mid-Atlantic Player Showcase. This event allows high school sophomores through seniors to display their talents in front of college coaches at the NCAA Division II, and III levels as well as Junior Colleges and NAIA Institutions. You will not only be seen by college coaches but some of the areas top high school coaches as well including Bill Hager (Franklin), Larry Seneta (Girard), and Bill West (Corry).
The Women’s Mechanics Clinic is held in conjunction with the Spring Shootout. The Shootout has become known as one of the finest club basketball tournaments in the region. Over 100 middle school, junior high and high school teams from 6 states will compete at Family First and Penn State Behrend throughout the weekend.

The North Coast 2002 Summer Camp
This is a basic camp for the new official of up to 5 years of experience.
Dates: July 19-21, 2002
Tuition: $120 Commuter/ $140 Resident
Early Bird Tuition: $110 Commuter/ $130 Resident (If paid in full by June 28, 2026)
What You Get: Each camper will receive an official NCOS 2002 T-shirt, Fox 40 whistle, game videotaping, manual, plus classroom and floor instruction. Classroom and floor instruction will focus on authorized Federation and PIAA mechanics. Each official will work team camp games with staff clinicians observing and teaching proper techniques. A minimum of one game is videotaped.
Meals/Housing: Both residential and commuting campers will receive 5 all-you-can-eat meals, (Dinner Friday, Breakfast, Lunch and Dinner on Saturday and Breakfast on Sunday.) Residents will receive lodging on Friday and Saturday night and are required to provide their own linens and pillows.
The North Coast Advantage 2002
This is an advanced camp designed for officials with 5 years or more experience.
Dates: July 20-21, 2002
Tuition: $120 Commuter/ $140 Resident
Early Bird Tuition: $110 Commuter/ $130 Resident (If paid in full by June 28, 2026)
What You Get: Each camper will receive an official NCOS Advantage 2002 T-shirt, Fox 40 whistle, game videotaping, manual, plus classroom and floorinstruction. Classroom and floor instruction will focus on authorized 2 and 3 person mechanics. Each official will work team camp games with staff clinicians observing and teaching proper techniques. A minimum of one game is videotaped. A VITAL CAMP FOR OFFICIALS WITH MODEST OR NO 3-PERSON EXPERIENCE. Meals/Housing: Each camper will receive 4 all-you-can-eat meals (breakfast, lunch, and dinner on Saturday, and breakfast on Sunday). Resident campers will receive lodging on Friday and Saturday night. Resident campers are required to provide their own linens and pillows.
The North Coast Three-Person Clinic
This is for experienced officials seeking to develop their 3-person high school mechanics.
Dates: September 6-7, 2002
Tuition: $55 Commuter/ $75 Resident
Early Bird Tuition: $45 Commuter/ $65 Resident (If paid in full by August 10, 2026)
What You Get: Each camper will receive an Official Mid-Atlantic Showcase NCOS T-shirt, a Fox 40 whistle, class and floor instruction, lunch and a 3-person manual. Class and floor instruction will focus on PIAA updated mechanics for the 2002-2003 season that result from information presented by state interpreter Joe Cantanzaro at the 2002 PIAA Officials Convention in Camp Hill in August. Each official will work a minimum of three games with staff clinicians observing and teaching proper techniques. Meals/Housing: Both residential and commuting campers will receive lunch on Saturday. Residents will receive lodging on Friday evening and are required to provide their own linens and pillow.
The North Coast Women’s Mechanics Clinic (NCAA)
This clinic is designed to give the official basic knowledge of NCAA Women’s mechanics prior to attending summer conference try-out camps.
Dates: May 17-18, 2002
Tuition: $55 Commuter/ $75 Resident
Early Bird Tuition: $45 Commuter/ $65 Resident
(If paid in full by May 3, 2026)
What You Get: Each camper will receive an official NCOS 2002 T-shirt, Fox 40 whistle, CCA manual, plus floor instruction. Floor instruction will focus on areas of responsibility, signals and other significant issues that are unique to NCAA Women’s rules and mechanics. Meals/Housing: Each student will receive all-you-can-eat lunch on Saturday and resident campers will receive lodging on Friday and Saturday night. Resident campers are required to provide their own linens and pillows.
